I agree, your budgie does have mites and those growths you see on the eye are mite clusters. You really need to have this addressed as soon as possible as it must not be comfortable to have the mites burrowing especially on the eye area.

What to do if your Budgie has an eye problem?
If you have trouble getting that, then a cool wet black teabag can help sooth the irritation. Use it like a compress. We are not Vets, Avian or otherwise. If you have any serious doubts about your budgies’ health an appointment with an Avian vet should always be your first point of call.
